At the centre of Unity City, is the Senate Building, the tallest structure in the city, where the Senate meets and Senators and their staffs have their offices. It is easily the most well-guarded location in the Union. The main Senate Hall lies at the top floor in an enormous coliseum-like bowl with special seating area's for each member world as well as various observers, arranged in four rings - the centre ring for Core Worlds, the second ring for Inner Worlds and Minor Worlds, the third for Protectorates and Fringe Worlds and the final and outermost ring for observing governments.

The original plans for the hall called for a ceiling with paintings from the greatest artist in the galaxy, but after almost five years of debates over who that artist might be (everyone seemed to believe their own planet produced the greatest artist), it was finally decided that no artist no matter how great could ever match the beauty of creation itself. Thus, above the Senate Hall no ceiling has been placed, except for an triple redundant energy shield there for security reasons - this gives a clear view of the galaxy as a whole.
